The discourse on stigmatized spaces plays an increasingly important role in urban development sociology, urban planning and police practice. More and more special laws apply in these areas and the police have special powers that deeply interfere with basic constitutional rights. Socio-technical instruments are used to try to cope with the effects of globalised capitalism at district level.
